Bachelor's degree in a related field or equivalent and 5 years of professional experience

• Experience with grants support in an academic unit at a USG institution.
• Understanding of research administration roles and responsibilities at all levels for all university players, external sponsors, and project types.
• Experience in reading and understanding policies and guidelines.
• Familiar with policies of major federal sponsors and federal guidelines.
• Experience in research administration or an equivalent combination of education and experience.

Position Summary

This is a highly responsible professional Staff position working with College of Engineering Faculty and the Office for Sponsored Programs, involving the submission and approval of external funding applications. This position will primarily work with faculty in development, preparation, and review of proposals for external funding, as well as submit proposals to sponsors within DLSA limits, and coordinate submission of proposals outside DLSA limits with College of Engineering Grants Coordinators and/or SPA .

This position will serve as a Decentralized Limited Signatory Authority ( DLSA ) and is expected to complete the necessary certification for a phase-2 DLSA within the first 3 months of employment.

This position will serve as a resource to the College of Engineering and investigators in administration of sponsored projects.

• Knowledge of procedures and policies for a grant/contract proposal submission to a grant funding agency.
• A deep knowledge of sponsored program administration in a research university.
• Good interpersonal and communication skills with a customer service focus.

• Knowledge of academic institutional policies and procedures regarding external funding.
• Ability to establish and maintain effective working relationships with university personnel, state, federal agencies, and private organizations.

• Knowledge of electronic research administration systems.

Grants Proposal, Application, and Award Management

• This position will focus heavily on guiding and assisting College of Engineering faculty through the complex grant proposal and application processes, including preparation, reviewing, and submitting proposals on behalf of faculty members.
• Partner with CENGR faculty, staff, graduate students in proposal development and submissions; this includes direct support in crafting budgets and budget justifications, cost share budget development, providing formats for various proposal components, and ensuring compliance with proposal content.
• Provide expertise and support to faculty in understanding complex regulations of the funding agencies.
• Review and interpret guidelines and policies, including staying up to date on University, state, and federal policies, as well as informing relevant faculty and staff members when these policies undergo change. This employee will also answer questions concerning these policies when needed.
• Partner with and guide faculty with the entry of transmittal forms and proposal information into the UGA grants portal and other electronic research administration systems as needed.
• Interpret funding agency policies, procedures, and guidelines.
• Request pending awards as needed to achieve seamless funding availability.
• Advise faculty and staff on preparation of PI eligibility exemption requests.
• Serve as DLSA for Engineering and be responsible for proposal submissions. This position is responsible for reading and interpreting Requests for Application (RFAs) to determine requirements and facilitate compliance in grant submissions.
• Ensure accuracy of proposals in the Grants Portal under DLSA review.
• This position will attend Research Administration Discussion Group ( RADG ) meetings and DLSA meetings upon certification.

Duties/Responsibilities

Collaboration and Coordination with Business Office

• Responsible for successfully coordinating with the CENGR Business Office to hand off grants administration and grants accounting post-award. This includes entering modifications into the portal, verifying terms and conditions of agreements for faculty and staff members, and consulting with SPA to ensure any modifications are permitted by the sponsor and the award agreement.
• Limited post-award support responsibilities include assisting faculty with no-cost extensions, award modification requests, subaward contract negotiations, and other items related to the management of a grant or a contract, which do not include managing the financial expenditures pertaining to a grant.
• Partner with the CENGR Business Office for effort planning for faculty.

Budget Development

• Partner with Grants colleagues, Faculty, and the Business Office on budget preparation and review of budgets and justifications.
• Ensure the accuracy of budgets, including compliance with UGA and federal policies for salary, fringe benefit rates, indirect costs, travel, and all other budget components.
• Provide guidance and offer solutions related to cost share, and prepare cost share commitment letters for approved cost share.

Liaison for Sponsored Projects

• Operate as a liaison between the PIs, OSP , and the College of Engineering in facilitating the awards and budgetary processes. This position will be the first point of contact.
• Coordinate with the Sponsored Projects Administration ( SPA ) office in proposal and award administration.
• Ensures that proposals over the DLSA limit are submitted by SPA .

• Contribute to the success of the grants process within the College of Engineering.
• Participate in Staff meetings/trainings for the College of Engineering and complete any mandatory UGA / USG trainings assigned to Staff members.
• Participate in meetings advising Dean, Assoc Dean of Research, and others as needed.
• Assist the Engineering Associate Dean of Research with reporting data as requested.
• Other duties as assigned that will contribute to the success of the CENGR Grants efforts.
